Cuba urges cooperation for universal access to information and communication technologies

 

 

Havana, March 28 (RHC) Cuban First Deputy Minister of Foreign Affairs Gerardo Peñalver urged in New York to strengthen cooperation alliances to achieve universal access to information and communication technologies (ICT).

He also called for taking advantage of its potential in promoting the 2030 Agenda for Sustainable Development.

Speaking on behalf of the Group of 77 plus China (G77 + China) in the first thematic debate of the Global Digital Pact process on digital inclusion and connectivity, the Cuban diplomat stressed that the COVID-19 pandemic exposed inequalities in the digital realm.

He stressed that in developing countries behind the digital divide are the lack of infrastructure, the high cost of equipment, the lack of digital skills and literacy.

“This must be addressed by increasing investment in digital infrastructure, technology transfer to these nations, solidarity, cooperation, and capacity building,” Peñalver said.

He also insisted that beyond the problem of access, the lack of capacity to engage meaningfully with ICTs remains a key problem for developing countries, which is why the Global Digital Compact must focus on the need to address the main structural impediments.

He indicated that it is necessary to find common ground on how to promote inclusion, also ensuring that those in vulnerable situations benefit from digital technologies, and that the customs, languages ​​and traditional knowledge of indigenous peoples are respected and promoted.

The declaration of the G77 + China considered as other issues with an impact on the digital divide, the technological monopoly, the promulgation and application of unilateral economic, financial or commercial measures, the absence of a coherent dialogue and institutionalized mechanisms to share knowledge, experiences, expertise and technologies, and the need to improve regulatory frameworks.

According to the document, ICTs in favorable conditions can be a powerful instrument that increases productivity, innovation and economic growth, improves the quality of life for all and fosters dialogue between people, nations and civilizations. (Source: ACN)
