The news comes after the Biden administration in February reached an agreement with the administration of Philippine President Ferdinand Marcos Jr. to give the U.S. access to the military bases, amid rising tensions between Washington and Beijing.
Protesters have condemned the move, demanding U.S. troops leave the Philippines.
