Buenos Aires, November 7 (RHC-Telam) -- In his report to the Lower House, Argentinean government Cabinet Chief Jorge Capitanich has called for investigations into the action of speculative groups that indulge in operations of under-billing in exports to avoid discharge of currency, and of over-billing in imports to increase prices.

In his fourth and last report this year before the Lower House, Capitanich reviewed the economic policies since President Nestor Kirchner took office, and mentioned the drop in poverty, indigence, unemployment and non-registered work.

Capitanich asked lawmakers to form a bi-cameral committee to investigate speculative groups that “perform actions of economic terrorism.” He mentioned among these measures operations of under-billing in exports and of over-billing in imports and said that these speculative and concentrated groups seek to “induce the use of tools that will produce devaluation”.

Capitanich denounced “a maneuver by General Electric that consists of an over billing of imports to hike prices and at the same time have more dollars and an increase in the structure of costs, to generate an impact on the fiscal balance” to reduce the payment of taxes.

In the same line, Capitanich mentioned Procter& Gamble (P&G) as another firm that made such maneuvers and reminded that the Federal Administration of Public Revenue (AFIP) has suspended its Individual Taxpayer Identification Number (CUIT, in Spanish) to that company, “for having uncovered over billings of imports for US$ 138 million”.
