Mexico City, January 23 (RHC-teleSUR)-- The United Nations says it supports a security plan, proposed by Mexico’s president, which would involve dissolving local governments with possible links to organized crime, as long as it is a temporary measure.

The United Nations Office on Drugs and Crime’s regional representative, Antonio Luigi Mazzitelli, said: “The ability to intervene preventively is an efficient instrument, effective and above all guarantees that it can break the vicious circle of complicity and corruption that will end with the rule of law in the territory.”

In November, President Peña Nieto announced a 10-point plan to strengthen law enforcement in the country, in the wake of intense government scrutiny following the forced disappearance of 43 students in the Mexican state of Guerrero in September. Local officials have been implicated in their disappearance, meanwhile, the families of the students have presented evidence of federal government involvement, as well as military personnel.

Among the new measures President Peña Nieto announced, he suggested dissolving 1,800 municipal police forces across the country to create 32 state police forces.

On the second day of public hearings to discuss the president's new security measures, Mazzitelli voiced his support but recommend that the measure be temporary “in a way that very clearly sets the terms of intervention and reprogramming of local elections.”

He added that the aim should be on restoring the conditions for institutions to fulfill their functions and to protect and strengthen the democratic principles of representation and good administration.

Though the municipal police and mayor of Iguala, Guerrero, were the first to be implicated in the crimes against the 43 missing students, protesters have since demanded that the army and federal forces also be investigated for their involvement in the crime.
