Quito, September 3 (teleSUR-RHC)-- The Secretary-General of the Union of South American Nations, Ernesto Samper, invited the presidents of Colombia and Venezuela to address the border and diplomatic crisis between the two countries.

The invitation comes after Colombia failed to garner sufficient support from the Organization of American States (OAS) for a meeting on the border crisis between both nations and arrange a special UNASUR meeting.

Samper did not say where the meeting between the presidents would take place, but he did mention that the bicentennial of the signing of the Letter of Jamaica on September 6th would be a "good opportunity to build this new stage of relations."

The signing of the Letter of Jamaica 200 years ago was one of the most famous epistles by colonial independence hero Simon Bolivar.

Relations between the two neighboring countries have been damaged in recent weeks after a detected surge in Colombian paramilitary and contraband activity along the border between both countries.

Last week, President Nicolas Maduro ordered a State of Exception in the border region for thorough security operations aimed to bring back stability to the area.
