Port of Spain, September 8 (teleSUR-RHC)-- Polls closed a bit later than expected due to rain in Trinidad and Tobago, but soon after the results were given Keith Rowley of the People's National Movement (PNM) celebrated the electoral victory with 23 of 41 constituencies. After three months of intense campaigning, Trinidadians went to the polls Monday and for Rowley, the results have been a success greater than he had predicted, as he had said he expected his party to win 21 seats in parliament. Rowley's PNM improved from the previous elections of 2010 when it only won 12 seats to form the opposition. The newly-elected prime minister promised sweeping changes including a code of ethics for parliamentarians, industrial expansion, local government reform and internal self-governance for Tobago. He also said his party has prepared itself well and will manage the affairs of Trinidad and Tobago in a way that will allow citizens to look at the victory as “the beginning of a new era.” This year, the country's parliament approved a constitutional change that would allow for a runoff vote in constituencies where no candidate receives 51 percent of votes. Trinidad and Tobago has a bicameral legislature, however, only the lower House is elected through direct suffrage. The upper chamber will be subsequently chosen by politicians, with the distribution decided based upon results from the lower chamber. The victory parties and fireworks throughout the republic have started and Rowley has been seen celebrating with his family. He told cheering crowds that he is “confident that the country has been placed in good hands.”
