Washington, December 24 (RHC)-- The U.S. Agency for International development (USAID) has acknowledged that its once-secret anti-Cuba ZunZuneo twitter program contained inadequate monitoring, conflicts of interest and questions of legal responsibility for those involved.

A report this week revealed that the USAID, which oversaw the now-defunct "Cuban Twitter" program and other efforts, also didn't have a policy in place to protect sensitive work from subversion by Cuban intelligence officials.

In 2014, Associated Press (AP), revealed details of the Zunzuneo plot, under which young Latin Americans were sent by the USAID to Cuba to promote subversive actions.

Cuba's Telecommunications Enterprise ETECSA reported that the text-messaging program targeted mainly young Cubans, whose phone numbers were obtained by USAID, using fraudulent means.

Cuban authorities denounced that the main objective was to foment subversion towards destabilizing the Cuban nation.
