In his book "The Return of History and the End of Dreams," writer Robert Kagan defends the United States as an ambitious superpower, which has not renounced its vision of itself as the guide of the world, nor to try to shape it according to its political preferences.

In a review of this text by the Mexican Abraham Trejo Terreros, he says that the author defends the idea that the northern nation must assume its role in the configuration of the international system because it is a central piece in the vital regions of the world: Europe, Asia and the Middle East.

This is no more and no less than an updated vision of the doctrine of "Manifest Destiny" at a global level, which explains the presence of the United States in the most sensitive conflicts of our times.

It must now be said that Robert Kagan, one of the representatives of the so-called neoconservative thought, is the husband of none other than Virginia Nuland, US Under Secretary of State for Political Affairs and a central figure in the destabilization of Ukraine.

I spoke of her in relation to the crisis to attack or neutralize Russia, but the fact that she has one and a half eyes on that issue does not imply that the rest of her gaze is directed to our region.

For Washington, Latin America and the Caribbean are always its backyard, be it front or back, as President Joseph Biden clumsily tried to nuance it.

As such, it does not escape the hawks' watchful eye, especially when important political changes are taking place and could be consolidated this year after the elections in Colombia and Brazil.

For this reason, Mexican intellectual Alfredo Jalife calls attention to the visits made last year to some countries in the region by high-ranking White House officials, including Vice President Kamala Harris, Secretary of State Anthony Blinken and Mrs. Nuland herself.

The issue that justified these trips was the growing irregular migration to the United States, but there was more, quite a bit more in fact.

Victoria Nuland, who has been linked in the past to lobbying for General Dynamics, Northrop Grumman and other Military Industrial Complex corporations, was accompanied by members of the Department of Defense, the Southern Command and the National Security Council, quite an entourage.

Jalife does not rule out that the official may try at some point to apply to our area the same recipes she used in Ukraine.

Do you remember when Biden proclaimed "America -that is, the United States- is back"? I think that little by little we are understanding exactly what he meant.
