More Evidence Exposes Government Complicity in Chapo Guzman's Escape

Mexico City, July 20 (teleSUR-RHC)-- New information has been released by the Mexican government that again exposes the high-level of complicity in the second escape of the most wanted drug lord Joaquin “El Chapo” Guzman's from a maximum security prison.

The Mexican Defense Ministry said six months ago prison officials barred military personnel from entering the Altiplano maximum security jail in Toluca, capital of the State of Mexico, about 60 miles north of Mexico City, from which Guzman escaped.

The ministry added that it has information that prison officials turned off the motion sensor alarms that would have alerted of any underground movements, such as a tunnel excavation. So far though, prison officials have claimed they turned off the underground motion alarms because the National Water Authority was digging up holes near the jail in order to install fresh water tubing from the Lerma river to Mexico City. “Their works set off the alarms on various occasions causing prison officials to deploy security details only to find that it was the water authority,” La Jornada quoted water company officials as saying.

The other irregularities reported expose high-level complicity are regarding cell rotation of inmates, which in the case of Guzman never happened as he was in the same cell throughout the 17 months he was detained before escaping.

According to maximum security jail protocol, inmates are supposed to be rotated from their cells to different ones every month. It has also surfaced that Guzman had privileges in violation of the prison regulations, as he was not supposed to have received the 500 visitors he did during his detention. “However, he received the visit of two of his lawyers, sentimental conjugal visits and family visits,” Mexican newspaper La Jornada said.

The Attorney General's office reported Sunday that five intelligence officers and secret service officials had been detained in connection with Guzman's jailbreak. “The five officials are accused of turning a blind sight to Guzman's escape plans,” the office said. The arrest of these five officials, follow the detention of seven other officials on Friday.

A former Mexican official and military officer, Jorge Carrillo Olea, who participated in the planning of the maximum security jail in Toluca, denounced that the camera in Guzman's cell was moved, because originally it had no blind spots.
