Havana, July 11 (RHC)-- The International Forum for the Peaceful Use of Information and Communication Technologies (ICT) concluded on Wednesday issuing a final declaration calling for a negotiating process within the United Nations System for the adoption of a binding legal instrument to eliminate the gaps that exist today in the field of computer security.

More than 130 delegates from 21 countries gathered at a high-level event to discuss issues such as equitable access to the world wide web and Internet governance.

In his closing remarks, Cuba's Minister of Communications, Jorge Luis Perdomo, said that the island defends the spreading of technologies for peaceful and social use.

The regional director for the Americas of the International Communications Union (ITU), Bruno Ramos, said that events such as these held in the Caribbean region serve for training and improvement in the use of ICTs by countries that are increasingly connected.

Participants in the event also highlighted the importance of the Open-ended Working Group on Cyberspace created by the UN General Assembly, which is proposing all states to participate on an equal footing on the establishment of a regulatory framework of the norms and principles of responsible behavior of states in cyberspace.

In statements to Granma, the First Deputy Minister of Communications of Cuba, Wilfredo Gonzalez Vidal, acknowledged that there is still a long way to go in legal matters regarding the use of ICTs, especially with regards to national and global security.
