Brasilia, October 30 (RHC-PL) -- Re-elected Brazilian President Dilma Rousseff reiterated the need to implement a political reform during her second term, either through a referendum or plebiscite.
"I think the point is not if the changes come one way or another. The main thing is to make reforms in the legislation to end the funding of political campaigns by businesses and create the conditions for a new cycle of economic development," Rousseff told a television channel.
For Rousseff, following the collection of 7 million signatures in favor of political changes, it is the legislative body which has to fulfill its role and share it with the population, particularly with organized sectors.
Rousseff said that they must discuss which way or formula is best, although she considered it very difficult to call a referendum and expressed willingness to discuss this issue and others with the main opposition leaders, including her former rival from the Social Democracy party, Aécio Neves.
According to the Brazilian Constitution, in a plebiscite, citizens are consulted on every point of a subject and they answer yes or no questions. The results would then be adopted into law by parliamentarians.
In a referendum, the Congress discusses and passes the legislation and then the Brazilian population is called to approved or reject it.
